Transparent clarification process

Define a process where it is clear to users whether a vote will be decided by polymarket clarification, or UMA vote.

Clarify early as possible, and if you decide not to clarify, let users know that UMA will decide the outcome.

This will provide traders a lot more predictability with markets. Right now, it is a mess where UMA will rule one way, but maybe poly will issue a clarification the other way. On top of this, poly’s clarifications are very inconsistent. Sometimes they are in the spirit of the law and other times in the letter of the law. But this would be less bad if they were done early, and/or could be ruled out early.
